Professor Wen-Hsiang Tsai was born in Tainan, Taiwan on May 10, 1951. He received the B. S. degree in electrical engineering from National Taiwan University, Taipei, Taiwan in 1973, the M. S. degree in electrical engineering (with major in computer science) from Brown University, Providence, Rhode Island, U. S. A. in 1977, and the Ph. D. degree in electrical engineering (with major in computer engineering) from Purdue university, West Lafayette, Indiana, U. S. A. in 1979.

     Dr. Tsai joined the faculty of National Chiao Tung University (NCTU), Hsinchu, Taiwan in November 1979. He is currently an NCTU Life-time Chair Professor in the Department of Computer Science and Information Engineering, and the Director of the Information Technology Advance Research Center at NCTU. Professor Tsai has been an Associate Professor of the Department of Computer Engineering (now the Department of Computer Science) and the Acting Director of the Institute of Computer Engineering. In 1984, he joined the Department of Computer and Information Science (now also Department of Computer Science), and acted as the Department Head from 1984 through 1988. He has also been the Associate Director of the Microelectronics and Information System Research Center from 1984 through 1987, the Dean of General Affairs from 1995 to 1996, the Dean of Academic Affairs from 1999 to 2001, the Acting Dean of the College of Humanities and Social Science in 1999, and the Vice President of NCTU from 2001 to 2004.  From August 2004-July 2007, he was the President of Asia University, Taichung, Taiwan.

     Outside the campus, Professor Tsai is now a Supervisor of IEEE Taipei Section, and a member of the Counselor Committees of the Service Systems Technology Center of the Industrial Technology Research Institute. He was the Chair of the Chinese Image Processing and Pattern Recognition Society from 1998 through 2000, and the Chair of the IEEE Computer Society in Taiwan from 2003 through 2008. He also has served as a Consultant to many major research institutions in Taiwan, including the Ministry of Defense, the Chun-Shan Institute of Science and Technology, the Industrial Technology Research Institute, and the Information Industry Institute. He has acted as the Coordinator of Computer Science in the Engineering Division of the National Science Council, and a member of the Counselor Committee of the Institute of Information Science of Academia Sinica in Taipei. He has been the Editor of several academic journals, including Pattern Recognition, the International Journal of Pattern Recognition and Artificial Intelligence, the Journal of Information Science and Engineering, Computer Quarterly (now Journal of Computers), the Proceedings of National Science Council, and the Journal of the Chinese Engineers. He was the Editor-in-Chief of three journals, including the Journal of Information Science and Engineering from 1998 through 2000, the International Journal of Health and Information Sciences from 2006 through 2009, and International Journal of Management and Humanity Sciences from 2006 through 2009. He was an associate editor of IEEE Transactions on Information Forensics and Security from 2012 to 2014.

     Professor Tsai has received many awards, including the 13th Annual Best Paper Award of the Pattern Recognition Society of the U. S. A. in 1988; a Distinguished Research Award, four Outstanding Research Awards, two Special Researcher Awards, one Outstanding Researcher Award, and a First-grade research project award, all of the National Science Council in 1987 through 2005; and the 31st Annual Science Research Award of the S. K. Chuang Public Welfare Foundation of Taiwan in 1992. He also received the Academic Award of the Ministry of Education in 2002. He was elected as an Outstanding Talent of Information Science and Technology of the Republic of China in 1986, received the Best Teacher Award of the Ministry of Education in 1989, and was the recipient of the Distinguished Official Award of the Ministry of Education in 1994. He has also been granted the TECO Technology Award by TECO Co. in 2001. In 2013, he received a National Enterprise Innovation Award (Annual Technology Project Model) granted by the Ministry of Economic Affairs; in 2014, he was given an IICM Medal of Honor given by the Institute of Information & Computing Machinery (IICM); and in 2016 he was a recipient of a Distinguished Achievement Award of the Phi Tau Phi Scholastic Honor Society of the Republic of China.

     Furthermire, Professor Tsai was the recipient of 39 academic paper awards made by several academic societies, including the Chinese Image Processing and Pattern Recognition Society and the Computer Society of the Republic of China. He has also received in the past twenty-seven years 18 student thesis supervision awards from organizations, including the Acer Long-Term Foundation, the Xerox Taiwan Company, the Federation of Image Product Companies, the Electrical Engineers Society at Taiwan, and the Institute of Information and Computing Machinery at Taiwan. Finally, he was the recipient of the ISI Citation Classic Award made by Thomson Scientific in 2001 for high citations of one of his journal papers.

     Professor Tsai's current research interests include image processing, computer vision, information security, and autonomous vehicle applications. So far he has published 424 academic papers, including 165 journal papers and 259 conference papers. He is also granted 17 Taiwan or USA patents. Dr. Tsai has supervised the thesis studies of 36 Ph. D. students and 194 master students. Dr. Tsai is a senior member of the IEEE and a life member of the Chinese Image Processing and Pattern Recognition Society.
